To: The Citizens, Developers, and Stakeholders of Pueblo County

Dear Pueblo County Residents and Partners,

I am writing to formally introduce myself. My name is Arnold Montoya, and I am honored to step into the role of your new Building Official for Pueblo County, leading the establishment of our new Building Division. I want to express my sincere appreciation for the trust placed in me to uphold the safety and integrity of our building environment.

My commitment to this community is rooted in a philosophy of continuous learning and dedicated partnership. I view my role as being both a teacher and a student for our community, committed to putting myself into every situation to find effective and code-compliant solutions. The Building Division's core purpose is to ensure that every structure built, renovated, or repaired in our jurisdiction is fundamentally safe, durable, and sustainable for everyone who lives, works, or visits. Our primary focus is public safety and protecting the value of your investments.

Practically speaking, my office oversees the administration and enforcement of the adopted Building, Electrical, Plumbing, and Mechanical Codes. We serve as the stewards of the permitting, plan review, and inspection processes. More importantly, my team and I are here to act as a resource and a partner. Building codes can be complex, and I am personally committed to making the process as clear, efficient, and collaborative as possible for our homeowners, designers, and contractors.

As we look ahead, I am eager to collaborate with all stakeholders, the County Commissioners, the Planning Department, and especially our local developers and citizens—to streamline processes while maintaining the high standards of safety we expect. I am here not just to ensure compliance, but to actively facilitate responsible growth within Pueblo County. I look forward to working with all of you to build a stronger, safer, and more resilient Pueblo County.
